Collective letter: IA Transparency

The UPP is one of the 80 signatories of this collective letter, reminding us of the urgency and fundamental importance of transparency in AI systems: to ensure respect for copyright and a sustainable cultural sector alongside new technologies.

Artificial intelligence: transparency, a fundamental condition for an ethical European model

As the European Union decides in the coming days on the main principles of artificial intelligence, we reaffirm the absolute necessity of placing ethics at the heart of public authorities' action in the supervision of these new technologies. Our future depends on it. In this respect, and with particular regard to generative artificial intelligence models, only the intangible principle of transparency with regard to training data and generated content can provide citizens and creators with guarantees that their rights will be respected.


We fully support the emergence of virtuous European champions who will be tomorrow's players in our sovereignty and partners in our influence.

Innovation and creativity need each other to grow for the benefit of all. Transparency is a prerequisite, not an obstacle. In fact, it is a prerequisite for the serene development of French and European start-ups, which could otherwise be faced with a proliferation of legal disputes.
This transparency is part of developers' DNA: the argument that it is a technical obstacle or a disproportionate burden is not credible.

Against this backdrop, we are astonished by France's position, as reported in the press, that it is opposed to any regulation of AI models trained on vast volumes of data (so-called foundation models), which is so contrary to what the French President said in Villers-Cotterêts, reminding us that "we are right to defend copyright in artificial intelligence". There will be no qualitative generative AI without strong creative industries! Guaranteeing transparency means not only protecting our industries, which represent a creative economy that provides sustainable employment and a significant share of our country's GDP; it also means ensuring the reliability of the content that shapes the development of generative AI, to avoid manipulative behavior that threatens our fundamental freedoms and democratic principles.
France's position obliges us to react. Firstly, because even without specific regulation of foundation models, we cannot sacrifice an obligation of transparency, without which nothing solid can be built. Secondly, because it is inconceivable that France would give up on preserving the acquis communautaire it has worked so hard to achieve, whether in terms of support for innovation, respect for copyright and personal data, or the fight against false information.

In the home straight of the Brussels debates, we call on the French government to adopt a clear, balanced and ambitious position, in the interests of Europeans, creators and innovative companies.
